On February 8th, 2014 the Whatcom County Republican Party’s Central Committee passed the following resolution with unanimous consent:

Resolution to Affirm Our Consent To Taxation

WHEREAS Article 1 Section 1 of the Washington State Constitution states “ All political power is inherent in the people, and governments derive their just powers from the consent of the governed, and are established to protect and maintain individual rights;” and

WHEREAS Article 1 Section 3 of the Washington State Constitution states, “ No Person shall be deprived of life, liberty, or property, without due process of law;” and

WHEREAS U.S. Supreme Court Chief Justice John Marshall affirmed that “the power to tax involves the power to destroy;” and

WHEREAS THE PEOPLE of the State of Washington have voted and passed legislation requiring two-thirds vote by the legislature to increase taxes in 1993, 1998, 2007, 2010, and 2012; and

WHEREAS the legislative branch of the State of Washington have OVERTURNED the WILL of THE PEOPLE, to limit their representative’s ability to increase taxes without two-thirds majority vote; and

WHEREAS the judicial branch of the State of Washington has OVERTURNED the WILL of THE PEOPLE, to limit their representative’s ability to increase taxes stating it “ shall ONLY be recognized by AMENDMENT to the Washington State Constitution.”

NOW THEREFORE BE IT RESOLVED THAT:

The Whatcom County Republican Party ENDORSES amending the Washington State Constitution to require a two-thirds majority vote by the Washington State Legislature to increase any taxpayer burden, whether by new taxes, tax increases, extending taxes, new fees, or fee increases, or by raising the debt of the Washington State government in any form.

BE IT FURTHER RESOLVED THAT:

The Whatcom County Republican Party hereby requests its Republican legislators in the State of Washington to submit legislation, which will start the process to amend the Washington State Constitution to confirm the WILL OF THE PEOPLE requiring a two-thirds majority on tax issues.
